Organization Settings > Integrations > Webhooks lets the org push events out to an external endpoint. A new org sees this empty, which is the honest starting state.
No webhooks configured yet is exactly what it says: nothing has been wired up. Once you add a destination, outbound events (the same classes the audit and agent-log streams already record) can push to it directly, in addition to living in the platform\u2019s own record.
